Yep, World of Gnomecraft 2.0 has been a favorite of mine for a long time. Its a classic.

I'm not a big fan of the original however.

Well, if you look at WOW, there are no democracies. They all have some form of dictatorship. Also, Communism has a bad name due to the Russians and Chinese. The idea of communism isn't a bad thing necessarily. However, it has been implemented extremely poorly by those that have tried it. The axiom those in power wish to stay in power has never been demonstrated to be more true than in "communist" countries.

Now, as I understand it (prior to the fall of Gnomeregan), there was a council that chose a leader. This is very similar to the Politburo and the Premier that the Russians had...

Actually the Gnomish people have the only democratically elected leader on Azeroth. Gnomes in fact have not had a true king or queen in over four hundred years.

The High Tinker is an elected official with a fixed term of office (though we dont know what that term is). Gelbin Mekkatorque has held the post of High Tinker for something like ten years.

It stands to reason that if the highest leadership position is elected, lower echelon positions are likely elected as well. If so that would make Gnomeregan a true democracy.

Mind you most of this information is summarized from the Warcraft table top RPG documentation, which has recently been declared "non-canon" by Blizzard due to its many inconsistencies with the PC game. So this information needs to be taken with a grain of salt. However given the dearth available lore on Gnomes in-game,its better than nothing at all.
